In France, residential and service-sector buildings account for 43% of the totalfinalenergy demand.
Law 2099-967 of 03 August 2009 on the implementation of the Grenelle environmental bill, known as "Grenelle 1", contains a target for public authorities: to reduce greenhouse gas emissions by 75% by 2050

To achieve this four-fold reduction, there is a 38% energy savings target for the current building stock by 2020.
The Grenelle 1 law raises the requirement for a refurbishment programme for 400,000 homes per year starting in 2013.
In this context, the main problem centres around the financing of all of these renovations.

The Energy Performance Contract (EPC) is an innovative tool, based on EU law, which can help with the fulfilment of the Grenelle aims in terms of reducing the energy consumption of buildings.
